Meet Attorney T. Kevin Blume
T. Kevin Blume is a lifelong resident of Scioto County, OH, deeply rooted in the community he serves. Since 1983, Kevin has dedicated himself to the private practice of law. His education began at Ohio State University, where he earned a bachelor's degree in business administration in 1978. Continuing his academic pursuit, Kevin graduated with honors from Ohio Northern University College of Law in 1981.
Kevin's commitment to his community extends beyond the courtroom. He and his wife, Pam, call Minford, OH, home. As proud parents of two sons, Justin and Chris, they find joy in their roles as grandparents to two girls, Elizabeth "Libby" and Katherine "Kate," and one grandson, Matthew "Matt." As avid Ohio State fans, Kevin and Pam have cheered on the Buckeyes at numerous Bowl games. They also share interests in gardening, cooking, and hosting family gatherings.
A man of faith, Kevin is an active member of Christ Global Church in Sciotoville, Ohio, where he has served in various positions and currently sits on the Leadership Team.
Kevin's dedication to community service is evident in his involvement in civic activities. He has served as Chairman of the Board of Trustees for Star Inc., Adult Sheltered Workshop, and currently holds the position of Chairman of the Hill View Retirement Center Board of Trustees.
Professionally, Kevin is a member of both the Scioto County Bar Association and The Ohio State Bar Association. He is licensed to practice law in all Courts in the State of Ohio, the United States District Court, the Southern District of Ohio, and the United States Supreme Court.

Meet Attorney Justin R. Blume
Justin R. Blume is deeply rooted in Scioto County, where he has lived. A graduate of Minford High School in 1999, Justin pursued his undergraduate degree at The Ohio State University in Columbus, graduating in the spring of 2003. He also attended law school at the University of Toledo, earning his degree in the spring of 2007.
While at the University of Toledo, Justin gained invaluable experience as an intern at former Ohio Attorney General Jim Petro’s regional office in Toledo. He also served as a law clerk for the Court of Common Pleas, General Division, in Scioto County, honing his skills and deepening his understanding of the legal system.

Justin and his wife, Lynnsey, have made their home in Wheelersburg, where they raise their children, Elizabeth “Libby,” Katherine “Kate,” and Matthew “Matt.” As active members of Cornerstone Church of the Nazarene, they find fulfillment in supporting their church community and volunteering for various ministries.
In his spare time, Justin enjoys spending quality time with his family, cooking, boating, and traveling. A passionate supporter of The Ohio State Buckeyes, he can often be found cheering them on during football season.
Justin began his legal career in November 2007 as an associate at Mowery and Blume, where he worked alongside his father, T. Kevin Blume, and current Portsmouth Municipal Court Judge Steven L. Mowery. Today, he proudly serves as a partner at The Blume Law Firm, LLC.
With nearly two decades of experience in the legal field, Justin has established himself as a trusted attorney in Scioto County. His private practice encompasses many areas, including family law, probate, estate planning, civil litigation, personal injury cases, and corporate law.
Beyond his private practice, Justin counsels several local companies and organizations, including Scioto Water, Inc., the Scioto County Airport Authority, and Scioto County Land Reutilization Corporation. Additionally, he holds the position of Solicitor for the Village of New Boston, Ohio, where he handles the Village's legal matters and prosecutes misdemeanor criminal and traffic offenses in the Portsmouth Municipal Court.
Committed to giving back to his community, Justin participates in various civic activities. He actively supports local high school students by serving as a competition judge for mock trial events and previously served as an advisor for the mock trial team at Minford High School.
Before he was appointed the Solicitor for the Village of New Boston, Justin contributed to the Drug Court for the Court of Common Pleas, General Division. In recognition of his dedication, the Ohio State Bar Foundation honored Justin with the Community Service Award for Attorneys 40 & Under in 2014.
Justin's commitment to excellence has been recognized by the Supreme Court of Ohio, which appointed him as a member of the Commission on Certification of Attorneys as Specialists. He currently serves as an Ohio Attorney from the Fourth District of Appeals for a three-year term, highlighting his dedication to upholding the highest standards of legal practice.

Meet Deanna Wallace
Deanna Wallace has been a valued team member since 2011, specializing in family law. A graduate of Wheelersburg High School and an alumna of Shawnee State University, Deanna's educational background and professional experience make her an invaluable asset to our team. Residing in Portsmouth, OH, Deanna enjoys spending time with her two children, Kaylee and Damien.

Meet Pam Blume
Pam Blume wears multiple hats at The Blume Law Firm. She was married to Attorney Kevin Blume in 1978. She handles many of the firm's business aspects, such as accounts receivable, accounts payable, and other accounting aspects of the business. With many years of office management experience, Pam fills a key support role for our attorneys and clients. She was born and raised in Scioto County. She graduated from Valley High School and attended Ohio University and Shawnee State University. Pam enjoys working with her husband and son at the firm, but she admits that her favorite job is being able to be with her two granddaughters, Libby and Kate, and her grandson, Matt.
Meet Deanna Price
Deanna Price came to our firm in 2018, with 30 years of experience in the legal field. For the firm, she specializes in the areas of estate administration, guardianships, personal injury, and civil litigation. Deanna is a graduate of East High School (now Sciotoville Community School) and attended Shawnee State University, majoring in accounting and secretarial services. Deanna is married to Mark and is the mother of two children, Lacey (Randy) Ratcliff and Hannah (Jacob) Parsons. She is also the proud grandparent to Noah, Audrey, Breslyn, and Mia. She attends the Porter FWB Church, where her husband is the Pastor, and lives in the Wheelersburg area.
